Robert Broughton worked as a deputy Public Defender after law school, first in Tulare, and then in Contra Costa County for seven years. He became a commissioner there in 1986, where he served for 26 years. In addition, he taught at the National Judicial College in Reno, Nevada, the California New Judge Orientation Program, and the California B.E. Witkin Judicial College. He also served as a Curriculum and Faculty Developer/Instructor in the California mandatory Judicial Ethics Training program, as well as the California Judges Association Legislative Relations and Ethics Committee. Robert was a Vice President of the California Judges Association, President of the California Court Commissioners Association Board, and a member of CJA’s Ethics Opinion Committee.
Soon after his retirement in 2012, he was appointed to serve as the American Bar Association/ National Highway Traffic Safety Association Judicial Outreach Liaison for California, Arizona, Hawaii, and the Pacific Islands. In addition, Robert taught at the John F. Kennedy School of Law and served as a Community Court Hearing Officer.
